##FULL ANSWER## Sharon, Juglone, the toxin in black walnuts, is concentrated in the nuts and roots but is present throughout the plant. I wouldn't use the chips as mulch, especially on cedars (*Thuja occidentalis*), which are susceptible to walnut toxicity. Generally, native species seem to fare better under black walnut trees so you might use your chips on native plantings but I think you're probably best to get them out of the garden altogether.
